He serves as First Deputy Chairman of the Supreme Council for Arab-African Economy, and Vice President of the United Nations Organization for Food Security for Public Relations and International Cooperation. He also holds the position of Vice President of the Arab Federation for Hotels and Tourism with the rank of Ambassador, and serves as an advisor to the United Nations Economic and Social Council (ECOSOC) in Geneva.
El-Bakhshawan has a strong legal background, having served as a judge in the Egyptian courts from 2011 to 2024, before being appointed Minister Plenipotentiary of the Supreme Council for Arab-African Economy, becoming the first Egyptian to hold this position, and later First Deputy Chairman of the Council, responsible for Public Relations and International Cooperation.
In January 2025, he was appointed as a commercial and diplomatic representative of the Puntland government of Somalia to the Arab Republic of Egypt, continuing his diplomatic career in strengthening partnerships between Arab and African countries.

to the position of: First Deputy Chairman of the Council for Public Relations and International Cooperation with the rank of Minister Plenipotentiary.
The aforementioned appointee is recognized as an international official in accordance with the advisory opinion issued by the International Court of Justice in 1949.
Accordingly, no individual has the right to detain, search, or undertake any investigative procedures against the appointee without prior authorization from the Organization, in accordance with the provisions of international treaties issued under the United Nations framework.
